Cite and Release


From a business modeling perspective, the cite and release process is essentially uniform across different jurisdictions.

Primary Flow Description
  •  
Law enforcement documents the citation and submits the citation to the Court.
  •  
Prosecution receives the citation at a court appearance and decides whether to (1) Decline for further investigation; (2) File/amend charges; or (3) No changes filed.
 
  • If decides to Decline for further investigation, a case file is submitted to Law Enforcement, and Law Enforcement conducts further investigation then decides whether to resubmit referral for charging.
  • If decides to either File/amend charges or to File no charges, the decision is documented and sent to the Court and the Repository.
  •  
The Repository records the filing decision.
  •  
The Court receives the citation from Law Enforcement for filing or receives the filing from Prosecution. 
  •  
The Court reviews the filing and decides whether to file charges. 
 
  • If decides to issue a fingerprint order, the order is sent to Booking.
  • Booking performs the fingerprinting and sends the fingerprint card to the Repository
  • Repository records the fingerprint card.
  •  
The Court disposes the charges and submits a charge disposition to the Repository. 
  •  
The Repository records the charge disposition.
